In general, commercial vehicles such as lorries and buses, or high frequency users such as taxis and private hire vehicles (PHVs), emit higher levels of pollution on a per vehicle basis. Analysis carried out by DEFRA demonstrated that tackling buses, heavy goods vehicles and LGVs (in this order), was the most cost effective approach to reducing NO2 concentrations for the UK. As such they introduced a Clean Air Zone classifications system.
