The GM CAZ will use a network of automatic number plate recognition (ANPR) cameras, which together with data from the Government vehicle checker will identify non-compliant vehicles. Where the ANPR system identifies non-compliant vehicles travelling in the GM CAZ and the daily charge has not been paid within the payment window, the vehicle owner is liable to pay a penalty charge of £120, which will be notified via a Penalty Charge Notice (PCN).
If the PCN is paid within 14 days of the PCN date the amount payable is reduced by 50% to £60 which is payable in addition to the daily charge.
If the PCN is not paid or the vehicle owner fails to make a formal challenge (called a ‘representation’) in relation to the Charge within 28 days of the date of service of the PCN, then a Charge Certificate will normally be issued and the penalty charge will be increased by 50% to £180 which is payable in addition to the daily charge.
If the Vehicle Owner makes a Representation against a PCN and if it is accepted then the PCN will be cancelled. In the event that any sums have been paid towards the PCN, these will be reimbursed. If the Representation is rejected, the vehicle owner may appeal to an independent adjudicator, The Traffic Penalty Tribunal, within 28 days of rejection of the representation or pay the outstanding charges.
