The daily charges remain the same as proposed at consultation.
This is because lower charges mean more businesses are likely to stay and pay, which imposes costs onto the business without delivering air quality benefits. Rather than change the charge, the Final Plan sets out the improved support to businesses which will better support businesses to upgrade their vehicles.
The daily charge for non-compliant vehicles driving into, out of, within or through Greater Manchester Clean Air Zone are:
Taxis/private hire vehicles - £7.50
Vans and minibuses - £10
HGVs - £60
Buses/coaches - £60
As well as this, there are temporary exemptions for GM-licensed Hackney Carriages and Private Hire vehicles, coaches, vans and minibuses until 31 May 2023.
Failure to pay the daily charge where applicable would result in a liability to pay a Penalty Charge Notice (PCN) of £120 for all vehicle types above (reduced to £60 if paid within 14 days in addition to the daily charge.
