The GM CAP is predicted lead to a substantial improvement in vehicle emissions and reduction in NO2 across the road network in GM, as vehicle owners upgrade to newer cleaner models. Because many drivers of these vehicles are likely to travel outside of GM, the improvements to vehicle fleet would be expected to lead to a reduction in emissions on roads accessing GM too thereby improving air quality in neighbouring local authorities.
